Rules clarification: research-licensed pretrained models

The rules allow pretrained models that are openly available to everyone. Does that include models released under research/non-commercial licenses (for example the Qwen Research License), where the weights are publicly downloadable by all participants on Hugging Face but the license restricts commercial use? Wanted to confirm the license class is acceptable. Thanks!
In my understandings, the rules are primarily addressing accessibility and fairness—meaning no paid APIs, no private internal models, and no tools locked behind a paywall or credit card.
Thanks for checking. Public availability of the model weights is not, by itself, enough to confirm that a model is permitted.
For models released under research-only or non-commercial licences, we would need to review the exact licence terms for the specific model and version being used. Licences can differ in how they treat redistribution, and other forms of use.
Please share the model name and a link to its licence. We can then confirm whether it is acceptable for this challenge. Until that review is complete, please do not assume that all research/non-commercial licensed models are permitted.
