The rules allow pretrained models that are openly available to everyone. Does that include models released under research/non-commercial licenses (for example the Qwen Research License), where the weights are publicly downloadable by all participants on Hugging Face but the license restricts commercial use? Wanted to confirm the license class is acceptable. Thanks!
In my understandings, the rules are primarily addressing accessibility and fairness—meaning no paid APIs, no private internal models, and no tools locked behind a paywall or credit card.
